Ukraine’s electronic tender system, ProZorro, was extended on Aug. 1 to all local government bodies, as well as local state enterprises and taxpayer-funded organizations, the Economy Minister reported on its website. ProZorro has been functioning since April 1, when it was applied to all national-level tenders involving state bodies and enterprises, for goods worth at least UAH 200,000 and services worth at least UAH 1.5 mln. “The experience of the first wave of transitioning to ProZorro has proved that no obstacles or difficulties exist to introducing the electronic system to competitors,” the ministry statement said. “Instead using the electronic system has significantly simplified tender procedures.”
Zenon Zawada: The electronic tender system is among the key successful reforms in Ukraine since the EuroMaidan. Making the tender procedures electronic has made them more transparent, which is critical to ensuring fair competition domestically and eventually encouraging foreign investment. Similar electronic systems need to be implemented in other economic spheres, particularly real estate.
