President Volodymyr Zelensky signed a decree on Feb.
22 calling up soldiers from the operational reserve. Zelensky stated that there
is no need for a general mobilization, pravda.com.ua reports. The head of the
National Security and Defense Council, Oleksiy Danilov, stated on Feb. 23 that
the army can recruit 36,000 reservists with combat experience. A country-wide
state of emergency is being formulated, Danilov stated.
Kyiv mayor Vitaliy Klitschko gave general points
regarding changes in the city during the state of emergency. Entrance and exit
from the city will be managed and vehicle inspections could occur. Mass events
would be banned. Curfews would be introduced separately.

proceeding toward readiness at a deliberate pace, and without panic. The issue
is now a matter of time and timing.
