The Health Ministry announced on Oct. 11 that
restrictions on travel between oblasts at the yellow COVID level or higher
would begin on Oct. 21. For travel between oblasts at the yellow level, a
document certifying a single dose of a recognized two-dose vaccine or a recent
PCR test would be sufficient to permit travel. To travel between oblasts at
orange or red COVID levels, a full course of vaccination or a recent PCR test
would be required. The rule applies for travel by public air, rail and road
transport.
James Hydzik: Health Minister Viktor Lyashko is in a better position to make such
rules, given that the vaccines were not available within Ukraine during the
last coronavirus wave. However, the quiet manner in which it was done, and
without pressure from municipal leaders, who had clamoured for such restrictions
previously, speaks well for the current mode of operation in the ministry.
