Yesterday the Yulia Tymoshenko Block (BYT), Our Ukraine and the Socialist Party all signed a document setting out the guidelines for forming a coalition in the Rada and appointing a new government. According the protocol the three parties will not make any concrete agreements on forming a coalition until the new Rada session begins. The document places emphasis on the parties setting unified foreign and domestic policy goals before discussing posts in the new government. Concorde Capital: The signing of this document is a small step towards forming an ‘orange’ coalition, however, the parties are still not out of the woods yet. In short this agreement only settles one thing, the parties are going to talk more and not make any decisions until the new Rada session. This document sets some pretty ambitious goals for reaching a unified stance on domestic and foreign policy, something which divided the parties the last time around. However, it looks like the President, rumoured to be the main force behind this agreement, is willing to give in to some of BYT’s demands. The document according to the agreement, the largest party in the coalition will be able to name the PM. In any case it looks like nothing is going to be decided until mid-May.
