Central State Audit Committee (CSAC) Suggest Altering UTEL's Monopoly Status

The CSAC told the government that UTEL should be put on an equal level with other market players. The comittee stated that Ukrtelecom is technically not a monopoly any longer. Nevertheless, UTEL’s tariffs are regulated by the state, placing UTEL at a disadvantage to the competition. Concorde Capital: Allowing Ukrtelecom to set tariffs independently would mean an end to the cross-subsidization of rural telephony. We doubt Ukrtelecom will simply be given the same status as other market operators. Before this can happen, some sort of Universal Services Fund must be created, as UTEL is the only below-cost provider for rural areas.
