According to a recently published cabinet decree, electricity consumers with average monthly use of more than 50 GWh will obtain a 10% discount on their electricity tariffs as of Sept. 1. Alexander Paraschiy: The discount offers some compensation to the biggest industrial plants whose tariffs have increased as the government has moved towards uniform non-residential tariffs (previously, eastern regions enjoyed a discount). However, it is not clear exactly which enterprises will obtain the discount. The decree does not say which period will be used for calculating the monthly average. After a draft decree was published with a list of 23 companies that qualified (see our April 7 news) some companies complained and asked to be added to the list. Apparently all companies will have to apply for the discount and the government will have some leeway in deciding who qualifies.
