The coalition agreement also included commitments to continue the outgoing government’s plan to liberalize electricity exports and integrate with the European energy network (UCTE). New export rules are planned to be worked out by October 2006. Concorde Capital: At the moment, only one Ukrainian generation company, Zakhidenergo (ZAEN: BUY) produces electricity for export to Europe, and exports are monopolized by the state operator Ukrinterenergo. Export market liberalization would allow ZAEN to sell its electricity directly to European countries. The integration of Ukraine’s energy system with the UCTE (expected in 2009-2011) could allow other electricity generators to do the same.
