Pro-Russian terrorists continue to ruin Donbas infrastructure, official says

The Donbas region has been practically divided into two territories, one controlled by the Ukrainian government and the other uncontrolled, where there’s destruction and killing, Donetsk Region State Administration Head Serhiy Taruta told the Yalta European Strategy conference in Kyiv on Sept. 11. “Infrastructure is being destroyed, electricity lines are being intentionally ruined, filtration systems are being shot up, in order to disrupt water supply,” said Taruta, a partner in the Industrial Union of Donbas holding giant. “And all that’s being done in order to create a humanitarian catastrophe and ask the neighboring country to help this territory.”

 

Meanwhile, negotiations are ongoing on creating the special zone in the Donbas region consisting of those districts controlled by the pro-Russian forces. The talks involve more financial and administrative autonomy, as well as setting up local elections. A compromise could be reached by the end of the week. Current agreements apply only to the exchange of hostages, humanitarian aid and ensuring the renewal of infrastructure and transportation.

 

The Russian government has reduced the presence of its regular army on Ukrainian territory since the Sept. 5 ceasefire was declared but the presence of its special forces remain unchanged, said on Sept. 12 James Appathurai, the NATO deputy assistant secretary general for political affairs, as reported by the UNIAN news agency.

 

“There is clear evidence of rotating Russian regular military forces, and we published this information,” he said. “I am talking about 3,000, possibly more. This amount is currently being reduced We also saw the rotation of Russian special forces, which are there at the moment.” NATO wants to have good relations with Russia “but we also have to deal with the situation as it is, whether we like it or not,” he said. For 20 years we tried to build a partnership with Russia, but we are now in a difficult position and it wasn’t us who started it.”

Pro-Russian forces shot at Ukrainian military units based outside several towns and villages in the Donbas region on Sept. 11, reported the press service of the Anti-Terrorist Operation. Heavy artillery fire targeted positions not far from the Donetsk airfield, the report said. In general, they upheld the ceasefire that day. Nearly 100 units of military hardware entered Ukraine from Russia on Sept. 10, reported the State Border Service.

 

Zenon Zawada: We anticipate many problems in determining what territory belongs to the special zone of the Donetsk and Luhansk People’s Republics, as well as the conditions for their pseudo-state. These disputes alone are likely to be the cause of the ceasefire’s end, although other pretenses can be found by the Russian side.
