Ukraine’s parliament will gather on Friday, Apr. 24,
for a special session, People’s Servant MP Oleksandr Kachura wrote in his blog
on Apr. 21. The Rada will meet to vote (i.e. reject) on draft resolutions,
submitted by MPs loyal to Ihor Kolomoisky, that are aimed at canceling voting
for a special law that enables an expedited review of bills overloaded with amendments,
according to sources cited by the pravda.com.ua news site.
Four draft resolutions to cancel the bill
were registered shortly after the bill’s approval at
a special session, which makes it impossible for the president to sign the bill
into law. Recall, on Apr. 16, the Rada approved a special bill that allows for
an expedited review of bills in the session hall if MPs loaded more than 500
amendments on a given bill and approved an expedited review. All this was done
to make it possible to vote for the IMF-required banking law
(the so-called anti-Kolomoisky law), which was inundated with more than 16,000
amendments, mostly by Kolomoisky-aligned MPs. At the standard pace, the review
of such a number of amendments would require over 40 session days, or more than
five months.
Alexander Paraschiy: Rejecting
the draft resolutions to cancel the expedited review bill will enable its
signing by the president. In which case, MPs will be able to vote for the
anti-Kolomoisky bill already next week, enabling it to become law in two weeks.
If so, Ukraine will satisfy the IMF’s last major requirement and will be
eligible to sign a memorandum with the fund, which will open the doors to
billions of multilateral support for Ukraine. Such support will cover about
half of the financing needs of the Ukrainian government in 2020.
