Ukrainian Deputy Prime Minister Volodymyr Groysman told the European Business Association in Ukraine on Nov. 6 that he supports a tax amnesty on all business conducted under the administration of former President Viktor Yanukovych. “Business that was conducted in the primitive conditions during the Yanukovych administration was practically forced into crime,” he said. “An exit from this situation needs to be offered.” He called for a simplified tax code that remains consistent from year-to-year.
Zenon Zawada: Groysman’s amnesty proposal makes sense. Yet it’s not clear what prevented the Ukrainian government from draft9ing a new tax code in the eight months it has been in power. One of the first three legislative initiatives from the new government has to be a radically simplified tax code.
