Ukraine sanctions 100 of 134 on US list; Kolomoiskyi not yet

The Ukrainian government has laid sanctions against
100 of the 134 Ukrainians on U.S. government sanctions lists, the National
Security and Defence Council’s Secretary Oleksiy Danilov stated in an
interview. There are 130 on Treasury Department lists, and a further four
sanctioned by the State Department, he told 24 Kanal on July 6.

 

Furthermore, he stated that the Ukrainian government
also sanctions its citizens based on information that it receives from its partners,
including the U.S. For example, Ihor Kolomoisky, who was sanctioned by the U.S. in March
has not been similarly sanctioned in Ukraine because the relevant information
has not yet been shared by the Treasury Department. The same goes for the
others on the list. Danilov called the process “not an express train”, but that
the remaining people would be dealt with in time.

 

However, zn.ua news site, which has investigated the
sanctions, requested information from the U.S. embassy regarding the
information about Kolomoisky, and was told not only that the U.S. does not have
“common packages of documentation” regarding those sanctioned, but
that since Kolomoisky committed most of his acts in Ukraine, the Ukrainian
authorities “have every authority” to investigate those actions
themselves.

sharing between governments, including Ukraine, is increasing for several
factors some of which are not Ukraine-specific. Money laundering and tax
evasion issues require cooperation between governments in information flows. In
the case of Ukraine, however, such information flows play several roles, not
least in political infighting within Ukraine, given the “objective” tool of
U.S. data. President Zelensky has shown enough independence from Kolomoisky to
expect that when the U.S. does share the information with the Ukrainian
government, he will use it publically against Kolomoisky, perhaps to block his
participation in tenders.

 

If the assertion that Zelensky’s primary
consideration is his connection with his voters, who at the moment would still
vote for him by a 2-1 margin in a head-to-head ballot, as we reported this week, then
a body blow, such as an investigation, against the owner of some of Ukraine’s
largest media outlets is out of the question.
