The Commander-in-chief of the Armed Forces of Ukraine,
Colonel-General Ruslan Khomchak is being relieved of his position, according to
an announcement by the presidential spokesman on July 27. Khomchak will join
the National Security and Defense Council. He will be replaced by Major General
Valeriy Zaluzhniy, who currently heads the military in Ukraine’s northern
military district.
James Hydzik: Khomchak’s tenure saw increasing ties with western militaries, but
infighting marred his relations with Ukraine’s civilian leadership. Zaluzhniy
is a veteran of the fighting in Donbas, but has not been a lightning rod for
criticism about the course of action in Illovaisk in 2014 the way Khomchak was.
There is no indication that Zaluzhniy will change the course of military
integration with NATO powers, nor that he will bring a drastic change to the
military itself. The important question will be his ability to work with the
Defense Ministry and other government organs.
