Poroshenko to decide on military action against pro-Russian terrorists today

27 June 2014

Ukrainian President Petro Poroshenko told members of the Parliamentary Assembly of the Council of Europe on June 26 that he will make “a very important decision” today if the terrorists don’t accept the conditions of his peace plan, the deadline of which expires today. The trilateral contact group will meet again today, he said. Meanwhile, the Ukrainian government is trying to renew water and electric supply “under the fire of terrorists” in those cities under their control, such as Sloviansk and Kramatorsk in the Donetsk Oblast, he said. “Ukraine is demonstrating not only with words, but with its actions its striving for peace, and we’ve already paid a very high price for this striving,” Poroshenko said, adding that European support for Ukraine’s problems with the terrorists hasn’t been enough.

It’s critical for Russia to support a ceasefire in eastern Ukraine and use measures to disarm the terrorists “literally during the next few hours,” said on June 26 U.S. Secretary of State John Kerry, as reported by Radio Free Europe/Radio Liberty. The Western allies don’t want to be forced to apply a third round of economic sanctions against Russia if it undermines the Poroshenko peace plan, he said in Paris after meeting with French Foreign Minister Laurent Fabius. In a phone call the same day with Kerry, Russian Foreign Minister Sergei Lavrov asked that the ceasefire be extended.

Leaders of the Luhansk People’s Republic (LNR) have expressed their gratitude to the Communist Party of the Russian Federation for humanitarian aid and financial support, the Ukrayinska Pravda news site reported on June 26, citing a video featuring self-declared LNR prime minister Vasily Nikitin and a letter written by LNR leader Valery Bolotov to Gennady Zyuganov, the chair of the Russian Communist Party. Nikitin expressed particular gratitude to Kazbek Taysaev, the central committee secretary of the Russian Communist Party.

The terrorists of the Donetsk People’s Republic (DNR) released four OSCE monitors who were held hostage for 32 days, reported on its site on June 27 the OSCE’s special monitoring mission. The released monitors were examined and reported in good condition. Four OSCE monitors remain hostages of the LNR terrorists, for a period of about a month as well.

The night of June 26-27, terrorists attacked a roadblock near the Donetsk Oblast town of Kramatorsk, killing four Ukrainian soldiers and wounding five. In the attack, the terrorists used eight Russian tanks and mortars, reported Dmytro Tymchuk of the Information Resistance. Ukrainian forces destroyed one tank and captured another, while the number of casualties from the terrorists is unknown. Terrorists attacked a National Guard base in Donetsk on June 26 using mortars, capturing it and taking its battalion commander hostage. The battalion’s soldiers were relocated to another base.

Terrorists took hostage on June 26 the directors of two Donetsk Oblast mines when they stopped at a roadblock, reported the Energy Ministry. They also took hostage an unidentified assistant to Serhiy Taruta, a Donbas oligarch and Donetsk Oblast governor, reported on June 26 the ostro.org news site. Terrorists also stole more than a ton of explosives and 135 electronic detonators from two mines in the Luhansk Oblast, the ministry reported. The majority of the directors of mines and state mining enterprises have received threats of attack from the terrorists, the ministry reported, and incidents of kidnappings and torture are increasing.

Zenon Zawada: We expect the separatist leaders will throw some kind of a bone in the trilateral talks scheduled for today. But ultimately, we expect Poroshenko will decide this weekend to pursue a full scale military campaign to eliminate the pro-Russian terrorists given that they have utterly disregarded the ceasefire.

If he wavers and extends talks, his support among the Ukrainian public will begin to plummet since there’s growing irritation with the lack of decisive measures. Hesitation in taking action would be his first major failure as president. Yet any military campaign would have to take an unconventional form since the terrorists are intermingled with the local citizenry. We’re not sure if the military has made the necessary adjustments.
