Legislation to resolve Ukraine’s constitutional crisis
will be reviewed by parliament this week, speaker Dmytro Razumkov told the Nov.
30 agenda meeting, as reported by the pravda.com.ua news site. A new draft of
the bill to renew criminal responsibility for knowingly filing fraudulent
electronic declarations should emerge this week for review, he said. It will
take into account the merits of the legislation drafted by both the president
and a parliamentary working group, he said.
The working group will draft three bills by Dec. 1 to
address three separate factors in the constitutional crisis, said on Nov. 27
Denys Monastyrskiy, the working group’s head and head of the parliamentary law
enforcement committee. The three factors are renewing criminal responsibility
for fraudulent e-declarations, renewing the authority of the National Agency
for Corruption Prevention to review the declarations, and improving the
procedures of the Constitutional Court, he said.
Zenon Zawada: It will
make a positive impression on Western institutions if these bills are approved
by the year end. We view that as a realistic possibility. Instead, our biggest
concern is that the anti-corruption standards will be watered down excessively,
particularly the punitive measures.
