Rozhkova, Sologub sue NBU council

Rozhkova, Sologub sue NBU council

28 December 2020

Two deputy heads of the National Bank of Ukraine
(NBU), Kateryna Rozhkova and Dmytro Sologub, filed a legal claim with the Kyiv
District Administrative Court against the NBU Council in the ongoing scandal
involving their reprimands, the court’s press service reported on Dec. 24. The
court is currently deciding to initiate a hearing on this case, the web site
said. The claimants are challenging the NBU Council’s decision of Oct. 2 to reprimand
them for breaching labor discipline and to declare its distrust in them.
Recall, the reprimands were criticized
by Goesta Ljungman, the IMF resident representative in Ukraine.

Alexander Paraschiy: The
scandalous administrative court is known for making notorious
decisions
, so it is hard to predict the outcome of the claim.
The complaint looks more like a PR attack by two deputy heads of the NBU –
loyal to former NBU governor Yakiv Smoliy – who are in opposition to the
current governor and the NBU Council. Such additional attention to the
seemingly exhausted scandal (on their reprimands) will further undermine the NBU’s
reputation, which has not been completely restored after the scandalous resignation of Smoliy in July.
That said, it won’t add any positives for Ukraine’s investment case.
