The State Property Fund said it in a press statement that it had signed confidentiality agreements with eight potential participants in the planned auction of Luhanskteplovoz (LTPL: HOLD), scheduled for Oct. 3. None of the potential bidders were named. The application deadline is Sept. 25. Olha Pankiv: The statement confirms that the SPF is going ahead with plans for the auction, despite a statement by the SPF chairwoman last week that a deputy prime minister, Andry Klyuyev, had suggested cancelling the tender. Nine potential bidders have been mentioned previously – Siemens (Germany), Transmashholding (Russia), Severstal (Russia), Kolej Baltycka (Poland), Energy Standard Group, AvtoKrAZ, and three companies controlled by the Privat group. Of those Severstal is the most questionable, as the company has not confirmed a recent report that it is planning to bid.
