The National Communications Regulation Committee (NCRC) expects this fund to increase the quality of universal telecom services if it is passed by the Rada. According to the law draft, each telecommunication company has to pay 2% of its net revenue to the special universal service fund. Concorde Capital: The adoption of this amendment would be beneficial for Ukrtelecom (UTEL: BUY) which at the moment provides universal services at its costs. Despite strong opposition from mobile operators, we expect that Rada to adopt this amendment. The chance to increase UTEL’s value before privatization and boost budget income from privatization will likely out weigh any moaning from mobile operators.
