Ukraine anti-corruption program close to failure, Transparency says

The state anti-corruption program for 2011-15 is on the verge of failure, reported Transparency International Ukraine, citing an evaluation of independent experts. More than 95% of the USD 101 mln designated for the program is earmarked for measures such as implementing an electronic register of medical forms, which isn’t directly related to fighting corruption, the report said. Moreover, the state program’s document contains many mistakes that make fulfilling the program impossible. Those responsible for the situation are Prime Minister of Ukraine Mykola Azarov, Justice Minister Oleksandr Lavrynovych and Andriy Kliuyev, the coordinator of the anti-corruption state program and executive secretary of the National Anti-corruption Committee at the Presidential Administration, Transparency International reported.
