Decrees issued by the justice and finance ministries took effect on Oct. 16 that enable entrepreneurs registering their businesses to avoid the State Fiscal Service, the Cabinet press service announced that day. An electronic exchange of information has been established directly between various state bodies, the statement said, without the involvement of the fiscal service, which consists of tax and customs authorities. “If at the beginning of the day you registered as an entrepreneur, by the end of the day you will already be in line at other bodies without the need to go to these bodies and stand in line,” said Justice Minister Pavlo Petrenko. He said he expects this innovation will improve Ukraine’s standing in the World Bank’s Doing Business index.
Zenon Zawada: Such measures are critical for Ukraine and more are needed to improve the nation’s dismal international rankings. Improving Ukraine’s standing in the leading rankings (World Bank, Heritage Foundation, Fraser Institute) would be among the best signs that real reforms are being implemented.
