NATO’s Secretary General, Jaap de Hoop Scheffer, told Polish newspapers that Ukraine, Georgia and the Balkan countries were still not ready to join NATO and they would not receive invitations to join the alliance at its next meeting in Riga this fall. However, he said these countries had made progress and they would receive a “positive signal” for their efforts from NATO. Concorde Capital: This is welcome news in our view. If Ukraine wants to join Nato it should concentrate on preparing itself and not on premature declarations of intention which unnecessarily aggravate Russia and ultimately hurt the cause.
