In October the State Property Fund and the Industrial Policy Ministry announced plans to split Odessa Portside?s ammonia transport workshop from its production facilities. However yesterday, President Yushchenko said the plant would be sold as a whole. On Monday a parliamentary commission examining the restructuring of Odessa Portside announced that restructuring the plant could lead to an environmental hazard and would cost the state budget up to USD 59 mln. Odessa Portside is scheduled to be privatized in 2006. Concorde Capital: According to Ukrainian legislation the division is necessary because Ukrainian law forbids the sale of transportation systems to private investors. It is unclear how the President plans to get around this law. Odessa Portside is Ukraine?s second-largest producer of ammonia and urea with the competitive advantage of being situated at Yuzhny port at the end of Togliatti-Odessa ammonia pipeline.
