During his official Independence Day speech on Friday, President Viktor Yushchenko said that he was setting up a special Constitutional Committee to draft a new constitution to be approved through a national referendum to be held jointly with the September 30 elections. Yushchenko said the new constitution will clearly define the roles of the President, Prime Minister and all the branches of the government and thus bring political stability to the country.
