The European Council (EC)’s foreign policy draft contains concrete pre-conditions for signing an Association Agreement with Ukraine, Interfax reported on Dec. 6, citing an anonymous source within the EC. The draft, which was approved on Dec. 5 by a meeting of EC member-state permanent representatives, will be reviewed on Dec. 10 at a meeting of EC foreign ministers. “It wasn’t question of whether to sign it or not,” the source said, referring to the Association Agreement. “The only questions was ‘when.’ A decision was reached, which was earlier voiced by the EC leadership, that in the current conditions the Agreement can’t be signed. The document will be signed when Kyiv creates the necessary climate for it.”
