The OSCE special monitoring mission in the separate
districts of the Donetsk and Luhansk doesn’t have the ability to control the
warfare in these regions, said on Jan. 3 Ukrainian Foreign Minister Pavlo
Klimkin. “Russia is continuing the tactic of controlled escalation in Donbas,”
he said, as reported by the Interfax-Ukraine news agency. “We all see this not
only from the shooting, but from the OSCE not being able to realistically
control what is happening on the occupied territory.” Another sign of the escalation
tactic is Russia’s withdrawal from the Joint Centre for Control and
Coordination, Klimkin said.

certainly controls the situation in occupied Donbas and that will not change.
That is why we don’t see any prospects for a UN peacekeeping mission only until
Russian President Putin agrees to genuinely fulfill the Minsk Accords.
