Ukraine parliament committee blames military leaders for Ilovaysk defeat

Former Ukraine Defense Minister Valeriy Heletey and Joint Chiefs of Staff Chairman Viktor Muzhenko are responsible for Ukraine’s military defeat against Russian-terrorist forces near the city of Ilovaysk, reported on Oct. 20 a parliamentary temporary investigative committee. They made inadequate decisions while Ukrainian President Petro Poroshenko made mistakes in personnel appointment and failing to declare martial law.

 

At the foundation for the defeat were problems in organizing the nation’s defense, the report said. “The absence of a single center to organize defense led to misunderstanding of the strategic intentions of the aggressor at every stage,” the report said. The government also failed to provide timely financing for the army. The Joint Chiefs of Staff didn’t have an organized collection, systemization and analysis of reconnaissance from various bodies, the report said. Proposals offered by the leaders of defense sectors were either rejected or ignored, the report said. Any reports from the war zone about the real conditions “that didn’t conform to the victorious moods” of Heletey and Muzhenko” were rejected and met with accusations of cowardice and threats of criminal prosecution.

 

Zenon Zawada: There is much truth to this report, based on the accounts of volunteer battalion commanders regarding the so-called “Ilovaysk cauldron,” which resulted in anywhere between several hundred to several thousand deaths of Ukrainian soldiers, depending on your source. (The temporary investigative committee estimated more than 3,300 deaths between July 22 and Aug. 22, and that’s before the “cauldron” began).

 

Yet the context of the report must be considered, particularly with the early parliamentary election to occur on Sunday. The head of the temporary committee is Andriy Senchenko, a leader in the pro-EU Batkivshchyna party (led by former Prime Minister Yulia Tymoshenko) that is in opposition to the president. In our view, the report was timed to do damage to the Poroshenko Bloc’s popularity ahead of the Oct. 26 vote. Among the most effective ways of doing that has been hammering at the government’s failures in the Ilovaysk cauldron, which another pro-EU opposition force, Oleh Liashko’s Radical Party, has already been actively doing. The elections will show whether the strategy is successful.
